PURPOSE:To enable early anti-lock control when a vehicle is driving on a low friction pavement, by constructing such that the conditional range for judging lock of wheels is enlarged if the difference between signals based respectively on low and high wheel speed is larger than a setting level. CONSTITUTION:Wheel speed of right and left rear wheels is inputted to low select circuit 52 and a high select circuit 53 so as to enable selection of low and high wheel speed respectively. Then output signals from respective circuits 52, 53 are integrated respectively in arithmetic units 54, 55 and the vehicle speed is estimated, thereafter the difference between the estimated low vehicle speed and the high vehicle speed is obtained in a subtractor 57. Then said difference is compared with a referential level, and if the difference is higher than the referential level, H signal is outputted. When the vehicle speed is higher than a predetermined level (about 30km/h) under non-antilock operation, AND gate 60 is conducted to turn a switch 56 to the side of the arithmetic unit 55 so as to select the high estimated vehicle speed.
