PURPOSE:To attain an efficient coding and to reduce the deterioration in a picture quality by separating color picture data to three elements representing the brightness of color, a structure and a color to encode them. CONSTITUTION:In color information consisting of RGB color specifications systems, when the R, G, B are respectively individually compressed and encoded, deficient information is increased since a correlation between the R, G, B is strong. Then, the color picture data of the RGB three primary color systems is converted to the color specification system less in the correlation between the signals and the color picture data of this new color specification system is segmented to small blocks and compressed and encoded at every block. In such a way, the brightness of color information L, structure informations S and color information C are extracted and encoded from the color picture data of the RGB color specification system, thereby, the highly efficient compression and coding is attained.
