PURPOSE:To quickly restore characters with a high precision by projecting black picture elements on the X coordinate axis to extract a solid line in accordance with the frequency of black picture element if it is discriminated that a cut-off part of continuous black picture elements includes a ruled line. CONSTITUTION:A picture processor 3 cuts out a part of continuous black picture elements from a document picture subjected to the binarizing processing and discriminates whether this cut-out part includes a solid line as a ruled line or only characters. If it is discriminated that this part includes a solid line, a histogram of the frequency of black picture elements projected on the X coordinate axis is generated from this part, and the solid line (ruled line) part is extracted in accordance with this histogram. The boundary between characters and the solid line part is extracted to obtain a boundary line, and characters are restored based on the boundary line.
