<p>PURPOSE:To expand or reduce picture information with magnifications different between the longitudinal direction and the transverse direction by judging expansion rates or reduction rates in the longitudinal direction and the transverse direction in accordance with designation of expansion or reduction to picture information and expanding or reducing picture information in accordance with a judging result. CONSTITUTION:When the expansion or reduction mode of picture is selected and the display area where the expanded or reduced picture should be displayed is designated by a pointing device 29, A CPU 12 judges expansion or reduction rates in the longitudinal direction and the transverse direction based on the size of original picture information to be expanded or reduced and the size of the display part of expanded or reduced picture information. The judged result is supplied to an expanding/reducing circuit 31 through a system bus 41, and picture information supplied from a picture memory 14 is expanded or reduced in the longitudinal direction and the transverse direction independently of each other by the circuit 31 and is outputted.
