PURPOSE:To read out a bit of good image picked-up picture information from the desired area of the surface of an image pickup element by setting the read- out cycle of a horizontal and a vertical directions appropriately as well and besides, clearing the area other than the read-out area, when the desired read-out area of the surface of the solid-state image pickup element is set. CONSTITUTION:At the time of a zooming, respective control signals are impressed from input terminals 122, 123, and a read-out starting point 103 and a read-out terminating point 104 are determined by register controllers 111, 112. A clear register 110 selects and accesses horizontal line parts 105, 107. Namely, the selection ranges of a vertical shift register 109 and the clear register 110 are complementary with each other. But the vertical shift register 109 selects a line line-sequentially, and the clear register 110 accesses simultaneously all the horizontal lines of the horizontal line parts 105,107. Accordingly, an electrical zooming function and banning function are obtained without using an optical means.
