PURPOSE:To prevent random noise generated by a raster scanner from being misconceived as a target and accurately detect the target by examining the reproducibility of positions over past two frames using a window with the present scanning point as its. CONSTITUTION:Binary video signals in a window which is centered by the present scanning point of the binary video signals are stored in a line memory 17. The logical OR of the output of the memory 17 is taken by an OR circuit 18 and the output of the circuit 18 is stored in a frame memory 20 by an amount corresponding to past two frames. Of the outputs of the circuit 18 one and two frames before the present frame memory outputted by the memory 20, the outputs of the circuit 18 in the window with the present scanning point as its center are stored in line memories 23 and 26 and the logical ORs of the outputs of the memories 23 and 26 are taken by OR circuits 24 and 27, respectively. An OR circuit 29 takes the OR of the outputs of the circuits 24 and 27. An AND circuit 31 takes the logical AND of the output of the circuit 29 and the binary video signal of the present scanning point in the present frame. The reproducibility of the positions of the past two frames is examined. When the reproducibility is present in one or more frames, the binary signals are judged effective.
