PURPOSE:To prevent the reduction in the data compression efficiency by storing a lookup table so as to reduce the deterioration of picture quality. CONSTITUTION:A mean value in a block is obtained from a mean value calculating section 121, an area discrimination section 120 compares the picture element value with a mean value to divide the area into two. A mean value circuit 111 calculates the mean value based on the area information and the result is inputted to s lookup table LUT 112. Each of two sets of mean values of the edge block is coded by a bit number being a half of the flat block by the LUT 112 to make the information quantity equal in the unit of blocks both for the mean block and the edge block.
