PURPOSE:To constrain an incursion of a water content in an outside air, and restrain deterioration of a battery performance caused by the water content by making an injection forming of an admixture after a liquid fluorine system resin surface modifier is added and mixed into polypropylene or polyethylene or their copolymer. CONSTITUTION:An admixture is injection formed after a liquid fluorine system resin surface modifier is added and mixed into polypropylene or polyethylene or their copolymer. This enables operability in manufacture to be improved as the liquid fluorine system resin surface modifier is directly added and mixed into an insulation packing material, and an injection forming is available under the same condition as having a low permeability of a water content to be obtained as, furthermore, a lipophilic group such as CH2-group etc., included in the fluorine system resin surface modifier is compatible with a packing resin of a base, on the other hand, perfluoroalkyl group having water repellency such as CF3-group etc., is arranged on the outer surface. |
