An auxiliary air valve H of electromagnetic type in a bypass passage bypassing the throttle valve is controlled with a control means G which issues a duty signal in proportion to a deviation of an idling rpm relative to a target value. At this time, it is made such that an energizing current to the auxiliary air valve H is detected with a detecting means I, a bypass air now rate is estimated with an estimating means J based on the detected output, and the estimated suction air flow rate is compensated with a compensation means K according to the estimated value.
