An in-phase regulator (LR) is provided, in conjunction with astable multivibrator (AM), as a component of a control circuit (St), in order to operate a switched-mode regulator on a bias resistor (RL). After the supply voltage (UE) has been applied, the switched-mode regulator is blocked until its input capacitor (Ce) is fully charged. After this, the astable multivibrator (AM) allows the switched-mode regulator to start. If the switched-mode regulator is at an operating point at which the voltage drop on the switched-mode regulator actuating element (T1) is less than the input voltage (UE), the in-phase regulator (LR) activates the astable multivibrator (AM) which blocks the switched-mode regulator for a specific time, until restarting is possible. After starting, the in-phase regulator (LR) is switched off via an auxiliary voltage (UH), and the astable multivibrator (AM) is rendered inactive. The control circuit (St) is then supplied from the auxiliary voltage (UH) (Figure). <IMAGE>
