PURPOSE:To enable a flow path to be smoothly securely changed over by employing a friction clutch brake shoe system of torque transmitting ring for a transmitting mechanism. CONSTITUTION:A C-shaped torque transmitting ring 23 is provided which is attached to the outer periphery of a shaft 14 with a predetermined frictional force to pivot forward together with the shaft 14. At the terminal end of pivoting forward said ring 23 is pushed open said ring 23, and the forward turning force of shaft 14 is transmitted to a change-over valve 20b by the use of a transmitting mechanism having a frictional force releasing function to change over a flow path. As a result, the changing-over operation of flow path is carried out securely, while the durability of transmitting mechanism is improved to obtain the high reliability.
