PURPOSE:To suppress a trouble given on an opponent at a minimum level, by detecting the mis-setting of an opposite telephone number when it is set in a first communication operation. and constraining a re-sending operation due to the mis-setting of the telephone number based on the time zone of communication. CONSTITUTION:When response is obtained after dialing to the opponent, it is decided whether the negotiation of a modem function to decide communication speed or the training signal of a modem is completed in a prescribed time or not. When it is not completed in the prescribed time, a bit of dial information is set if it is the time zone on which mid-night discount can be applied, and hereinafter, no communication operation is performed. Also, if it is the time zone on which no mid-night discount is applied, a re-sending counter is increased by one, and a line is interrupted once, and after a prescribed time, the re-sending operation is performed. And when no negotiation is completed in the prescribed time, the bit of dial information is reset, then, no communication operation is performed hereafter.
