PURPOSE:To secure electric contacting with a cable to be tested and to hold the sensitivity of partial discharging excellent by charging liquid in an electrode pressure member and applying liquid pressure when a power cable is inserted into the opening part of a semiconductive electrode. CONSTITUTION:The cable to be tested has an extruded insulating layer 14 at the outer periphery of a center conductor 13 and an external semiconductive layer 15 is formed at the outer periphery of the insulating layer 14. The semiconductive electrode 16 which is a cylinder where the cable to be tested is inserted and formed of a semiconductive material with flexibility and lubricity while having curved parts opened radially at both end parts of the opening part is formed at the outer periphery of the cable. The outer peripheral part of the electrode 16 is covered with a flexible conductive electrode 17, an insulating material is arranged annularly at the outer peripheral part of the electrode 16, and the electrode pressing member 18 which expands when liquid is charged therein is formed. Therefore, when the liquid is charged in the member 18 to apply pressure at the time of inserting the cable into the opening part of the electrode 16, the member 18 expands and surface pressure is applied to the electrode 16 through the electrode 17 while the member is placed in a position control state by a pressure jig 19.
