PURPOSE:To easily extract the segment of a specified direction from a comparatively disorderly written character or drawing and to improve a reading performance by partly performing a blurring transformation by a mask processing to a direction picture obtained from an input picture. CONSTITUTION:The titled system is provided with a processing for forming a direction code picture in which the direction code of a quantizing level indicating the direction of the respective segments extracted from the input picture is applied to the respective picture elements of the input picture, a processing for forming the direction picture at every direction code from the direction code picture, a processing for applying the partial blurring transformation only to the prescribed direction in the pattern of the direction picture and a processing for extracting the segment based on the direction picture after the partial blurring transformation. The partly blurring transformation applied only to the preset direction in the pattern facilitates the extraction of the segment by preparing different masks according to the use and the direction of the extracted segment and partly blurring transforming the direction picture.
