PURPOSE:To eliminate a couple of coder and decoder and to efficiently use memories by providing plural line memories and a selector selecting the outputs between a couple of coder and decoder, switching picture information at every scanning line so as to execute a time division processing. CONSTITUTION:A decoder 8 reads picture information stored in a RAM2 from a disk device 5 for one scanning line, expands data, and supplies it to the line memories 10 and a coder 9. A selector 11 selects the outputs of the memories. The coder 9 collates to the output of the selector 11 as a collating line while it compresses a picture signal from a decoder 8. At the same time, the memories 10 are switched and used, and picture information is time division processed at every scanning line, and is transferred to a communication control part 12. Thus, a couple of coder and decoder provided at every circuit of a communication port is eliminated, and waste in the capacity of the memories for switching and using the memories for one scanning line is avoided.
