PURPOSE:To improve the picture quality by providing a means extracting a middle and high noise component by a 2-dimension low pass filter and a means detecting the movement of each picture element by an area filter to a conventional circuit and cooperating both means so as to apply minutely to the movement of the picture. CONSTITUTION:The middle and high frequency noise components are extracted by using an adder 4 so as to take a difference of a frame difference signal of the adder 2 passing through a delay circuit 3 and a 2-dimension LPF 10 respectively. With a SW 11 turned off, a frame difference signal comprising the moving component and noise component is inputted to a coefficient device 5, its output signal is added by an adder 7 to a picture signal passing through a delay circuit 9 to reduce noise. A frame difference signal output is inputted to a movement mode discrimination circuit 13 via an area filter 12 and in applying characteristic detection of a noticed picture element point, the accuracy of selection is improved by applying majority decision including the noticed picture element points therearound. The ON/OFF of the SWs 11, 6 and the data of the coefficient device 5 are varied in response to the result of movement detection at each picture element by the filter 12 and the circuit 13 to reduce the noise in response to the still and dynamic regions.
