PURPOSE:To simplify the manufacture of a steering wheel by forming a fitting groove having a slit through which a rim core metal can be inserted on a rim body and, after fitting said rim core metal in said fitting groove, covering a surface to form a steering wheel. CONSTITUTION:A rim body 5 is extrusion molded with a soft material and a fitting groove 11 having a slit 12 is formed in the rim body 5. A rim core metal 4 is formed into a noncircular shape in section to prevent it from rotating with respect to the rim body 5, and is fitted into the fitting groove 11 of the rim body 5 via the slit 12. And, a cover body 20 for covering the rim core metal 4 is sewn up on the inner periphery side of the rim body 5 to prevent the slit 12 from opening up.
