PURPOSE:To segment a necessary part out of picture information and to read characters by setting two reading levels based on the outputs of an original detecting sensor and a detector of a scanner. CONSTITUTION:A tip part of an original 14 which is put into a scanner 3 is painted with a coating material containing coloring materials in the prescribed width. Then the original 14 is read by the scanner 3. An original detecting sensor 15 of the scanner 3 outputs a time band when the tip of the original 14 is set within a read area. The output of a detector 2 set within a fixed time band shows the quantity of reflected light sent from a part of the original 14 where nothing is written, the quantity of reflected light sent from a part painted with said coating material and the quantity of reflected light sent from a printed part respectively. The levels of these three reflected light quantities are stored and the comparison levels L1 and L2 of 1st and 2nd comparators 4a and 4b are calculated by a level setting circuit 16 by means of an arithmetic formula stored in a memory 13. Then both levels L1 and L2 are stored in 1st and 2nd frame memories 5a and 5b. Thus the desired characters are segmented out of those three different reflected light quantities and recognized 7 based on the levels L1 and L2.
