PURPOSE:To perform an exact and stable color conversion whatever an inputted picture signal is by constituting a device so that a smoothing processing is performed, preceding to perform the color judgement of an inputted picture. CONSTITUTION:A color signal Y from a picture inputting device 1 is inputted to a smoothing circuit 2, and even when the inputted picture is a dot picture, it is made to be a color, which is seen by a human eye, by smoothing a dot component. The signal SMY transmitted from the circuit 2 is inputted to a window comparator 5, and when YH>=SMY>=YL, regarding an upper limit value YH and a lower limit value YL as a reference, the comparator 5 outputs '1'. The output of the comparator 5 is inputted to a three-inputs AND gate 8, and when YH>=SMY>=YL, it output '1'. A selector 9 receives the selection signal of the gate 8, and selects the signal SY when YH>=SMY>=YL, and in other case, it outputs the signal Y' as it is.
