PURPOSE:To prevent gass flowing out into a room when abnormality such as the gass leaking out of a gass hose occurs by operating a switching means which switches a presence monitor mode to a absence monitor mode and inputting an indication signal to a control part at absent time. CONSTITUTION:Under the absence monitor mode, when even one of flow rate pulses is inputted, a microcomputer 14 judges that the abnormality occurs and transmits an interruption signal to a transistor 16. Under the presence monitor mode, the microcomputer 14 compares the pulse with an adaptive pattern previously storing the using situation of a gass fitting and then judges that the abnormality occurs. At that time, as a self-maintenance type solenoid valve is operated to close the flowing path of gass, it is prevented that the gass fitting is forgotten to be turned off. Under the absence monitor mode, as the self- maintenance type solenoid valve is immediately operated when gass leaks out, the flowing of gass into the room is prevented.
