PURPOSE:To reduce the cost of construction work by a method in which compacted banking layers having soil cement portions on their sides are laminated and reinforcing sheets whose one ends are coupled with the soil cement portions are set extendedly along the banking layers. CONSTITUTION:Banking material 6, e.g., soil, is sent out on the ground 5 and compacted, and at the same time soil cement is sent out to the position corresponding to the side edge of the banking and compacted to form a banking layer 3 with the soil cement portion 2. The layers are laminated in plurality and a reinforcing sheet 4 is coupled with the surface of the layers 3 by burying the one end of the sheet 4 in the soil cement portion 2 and by extending the other end in the banking. The layers 3 are stacked up to a given height by repeating the formation of the soil cement portion 2, the lamination of the layers, and the laying of the sheet 4, and the outer edge of the banking material 6 of the banking layer 2 is graded.
