PURPOSE:To improve the sensitivity of a leak detector by forming a space where a material leaking from piping is propagated between the piping and a heat insulator, and deciding whether or not there is a leak from variation in the temperature in the space or flow velocity. CONSTITUTION:High-temperature, high-pressure water of 70atm. and 285 deg.C runs in pipes 1 of a cooling system and many pipes are insulated thermally all together by the heat insulator 2 and a heat insulating wall 3 and the leaking material propagation space 4 is provided between the pipes 1 and heat insulator 2 so as to make leaking high-temperature, high-pressure water easy to spread in pipe axial directions if the water leaks. Temperature sensors 51-53 are arranged in the space 4 while penetrating the heat insulation wall 3 and heat insulator 2 so as to know whether or not the water leaks from variation in the temperature in the space 4. Temperature signals are converted by temperature converters 501-503 into electric signal, and a leak decision device 510 decides the occurrence of the leak when a temperature signal decreases below a set value, thereby generating a warning.
