PURPOSE:To make a circuit into the one which is miniaturized and further, highly reliable for its operation and suitable for making into an integrated circuit by controlling the direct current level of a digital video signal correspondingly to the output count value of an up-down counting means. CONSTITUTION:The digital video signal is limited to be n-bits (n is a positive integer), the median of which is a prescribed pedestal level, and the data of this n-bits and the data of (n-1)-bits excluding the most significant bit, are added together, and integrated by an integration circuit 28. The up-down counter 29 is controlled into an operating state or an non-operating state, based on the data of the most significant bit among the data of the added n-bits. Then, by controlling the up-down counter 29 into an up and a down count operating states based on the data of the most significant bit among the bit-limited n-bits data, the direct current level of the digital video signal is controlled correspondingly to the output count value of the up down counter 29. Thus, the circuit comes to be miniaturized and highly reliable for its operation and suitable for being made into the integrated circuit.
