PURPOSE:To make it possible to drive movable portions of a tire or parts attached or adjacent to those by using difference in rotation between a wheel and a ring as power. CONSTITUTION:Two rings 3 are attached and while a wheel 2 is rotating, one of two rings 3 is braked by a brake 4 and rotation difference generated thereof is taken out by a wire 7 connected to the ring 3 and movable portions of the wheel 2, a tire 1 or parts attached or adjacent to those are diven to one direction using said taken out rotation difference as power and driving to reverce direction is performed by braking another ring 3.
