PURPOSE:To compress well the necessary part of a human body by discriminating the part of a background from the part, consisting of the part of the human body and the part, in which both of them coexist, in an original image, and summing up statistical values, related to the block of a converted frequency within the part, excluding the part of the background, and afterwards, performing a bit assignment based on the summed result. CONSTITUTION:The number of outputs, outputted from a comparator 24 and not exceeding a threshold, is counted by a counter 25, and the signal of the block, which is regarded as the part of the background by the comparator 23, is outputted. The above-mentioned block is removed as an input sample, and excepted from the object of the summation of the statistical value. Thus, only the block of the part, in which the part of the human body and the part of the background coexist, and of the part of the human body, is treated as the object of the summation of the statistical value. A requantizing process 16 performs the summation of the statistical value for every frequency, considering the block of the other part excluding the block of the part of the background to be the object, and it performs the bit assignment based on the bit assignment through a bit assignment table forming process 17. Accordingly, because a sufficient compression ratio can be obtained, the quality of an image is improved. |
