PURPOSE:To use required information at any time and anywhere by users of unspecified majority and wide range and to use information requiring a security by making a radio a means for a communication. CONSTITUTION:At the time of using the same contents simultaneously as when using a data base required a secrecy, the data base in a computing center 601 or the like is used. In a device 605 provided in a side using the data base, a secrecy processing system is disposed and the data base of the computing center 601 can be individually used by a line 607. The data base of the same contents can be simultaneously used from a computing center 602 by a line 606. When the data base which is not present in the computing center 601 but present in a computing center 603 is required, the data base is shifted to the computing center 601 by a private line 604 to be used.
