PURPOSE:To enable a normal operation to be performed in a minimum time at the time of applying a power source, by attaching an execution right on a controller on one side of duplex controllers at the time of recovering a duplexed computer, and shifting the execution right to the controller on the other side of the controllers when a system on one side is not operated normally even after the lapse of a constant time. CONSTITUTION:When the power source is applied, a power source detection circuit 101 detects the rise of the power source then outputs a pulse signal (b), and an FF100 is operated, and a signal (e) is validated. Afterwards, when the computers 2 and 3 are operated normally, signals (g) and (h) are outputted normally, and a first computer 2 starts control according to the execution right, and a second computer 3 is placed under a queue state. Meanwhile, the output signal (b) of the circuit 101 starts up a monostable multivibrator 102, and when it ties up, no FF100 changes. When the rise of the computer 2 does not succeed, the signal (g) is invalidated, and the FF100 is inverted, then, the signal (e) is also invalidated, and the signal (f) is validated. Then, the computer 3 in the queue state starts the control by recognizing that the execution right is validated.
