PURPOSE:To obtain image of 1/n (n is a natural number) for one of longitudinal and lateral directions by averaging the picture element data of the picture element number in response to the speed of a drive speed conversion circuit varying the speed of an image pickup element and sending the result as one picture element. CONSTITUTION:An image pickup element 11 fetches a picture as a data and a data obtained through an averaging circuit 12 comprising an adder circuit 13 and a shift circuit 14 is handled as a picture data 17. A drive circuit 15 drives the image pickup element 11 and the moving speed of the image pickup element 11 is varied by a drive speed conversion circuit 16. In case of a speed (v), with the image pickup element of 1 for a picture element A and the pickup element 2 for a picture element B as a data at a time (t), when the moving speed of the image pickup element is increased from V to 2V, the image pickup element 1 obtains a data of A+C and the image pickup element 2 obtains a picture element data of B+D for a prescribed time (t). In taking only the drive speed as 2v, the mean value of two picture element data A+C only in the longitudinal direction is used as one picture element data, then the longitudinal direction is halved.
