PURPOSE:To supply optimum fuel mixture at starting and warming-up of an engine, by controlling an air flow passing through a throttle valve bypass passage by an idle speed control valve or a start air valve, and controlling an air-fuel ratio by an air-fuel ratio control valve. CONSTITUTION:A fuel flow passing through a pilot jet 14 is controlled by a solenoid valve SOLV 15, and a fuel flow passing through a pilot jet 22 provided in a passage bypassing the pilot jet 14 is controlled by an air-fuel ratio control SOLV 21. Further, a fuel flow passing through a jet 24 provided in a passage bypassing a main jet 11 is controlled by an airfuel ratio control SOLV 23. An idle speed control valve 26 is provided to open and close a bypass passage 25 bypassing a throttle valve 6 and control a highly accurate quantity of fuel mixture to be supplied from a start valve 26 to the passage 25. Further, a start air valve 30 is provided to open and close the bypass passage 25 according to a cooling water temperature.
