PURPOSE:To stabilize the flow rate of receiving water and to prevent a hunting phenomenon from being generated, not only by controlling the flow rate of the receiving water so that the water level of a receiving water pond coincides with a secular program, but controlling it corresponding to the flow rate of distributing water flowing out. CONSTITUTION:The flow rate Fi of the receiving water is controlled so that the fluctuation of the flow rate of the receiving water can be suppressed at a minimum level by a program control part 16 (a program setter 5, a water level detector 7, a water level adjuster 15), and a receiving water flow rate control part 13 (a detector 10, an adjuster 11, a control valve 12). Furthermore, the flow rate Fi of the receiving water is controlled so that the fluctuation of the flow rate Fi can be suppressed at a level lower than that of the flow rate Fo of the distributing water by a flow rate detector 8, a flow rate setter 9, and a control part 13. In other words, since the flow rate Fi is stabilized by a controller 14, and the flow rate Fi that is a control quantity is a rate with fast response speed, it is possible to prevent the hunting phenomenon in a conventional device from being generated.
