PURPOSE:To retain a video signal during the moving of a TV camera from being transmitted, at the time when a conference is held by using a television conference system by installing two TV cameras at least, and switching the former video signal to the new video signal, when the video signal, corresponding to a control signal, is outputted from the TV camera. CONSTITUTION:At least, two number of the TV cameras 28 provided with preset control for taking the photograph of all the attendances of the conference or the speaker are arranged. Then, a TV camera control means 26 transmits the control signal to the waiting TV camera 28 with the preset control, corresponding to the state of an inputted in-speaking signal and a video switching signal. This TV camera moves according to the control signal in order to take the photograph of a designated object, and at the time of the completion of the moving, it transmits a moving completion signal to a video signal switching means 27. On the other hand, because the in-speaking signal from the TV camera control means 26 and a TV camera switching signal are inputted to this switching means 27 as well, the video signal from the TV camera is switched by using these signals so that the video signal during the moving is not outputted to an external part.
