PURPOSE:To sheare tubings without deformation at a high speed by placing a fixed mandrel and a floating mandrel on the cutter side position and the shearing-die side position within the hollow part of a tubing respectively so that they are in nearly close contact with each other, and then placing the tips of both mandrels opposite to each other on the shearing surface before the tubing is sheared, and moreover, it is struck and pressed with a hammer. CONSTITUTION:When a tubing (a) is sent out, its tip protrudes from a shearing die 12, and penetrates between the internal periphery of a cutter 21 and the external periphery of a fixed mandrel 31, and then collides with a stopper 31. Thereupon, a floating mandrel 39 in the tubing (a) is pressed against the fixed mandrel 31 by the action of a frictional force so that both tips of the mandrels are matched with each other. Subsequently, at the beginning of shearing where an oscillating plate 19 is moved toward the discharging position side, the oscillating plate 19 is struck with a hammer so that it is accelerated in the direction of its shearing movement. And then, the tubing (a) is sheared at a high speed by the cutter 21, which is caused to slide at a high speed along the front of the shearing die 12, and discharged at the discharging position. Thereby, the tubing (a) can be sheared as if it is a solid material, and moreover, the tubing (a) can be sheared without being deformed, because it is sheared at a high speed by way of striking the oscillating plate 19 with the hammer.
