PURPOSE:To improve the work efficiency, by providing inner and outer fixing jigs, while arranging at least one of said jigs continuously to an actuator to be rotatable relatively and providing a torque converter to said actuator. CONSTITUTION:At least one of inner and outer fixing jigs 16, 14 is rotated relatively by a predetermined angle by means of an actuator 18 to rotate inner and outer rings being held on said jigs 14, 16 through an engaging section relatively so as to enlarge one containing section formed between said rings thus mounting a resilient member therein. Then the actuator 18 is operated to rotate at least one of said jigs in reverse direction and restrict said containing section mounted with said resilient member so as to enlarge another containing section correspondingly thus mounting another resilient member therein. At this time, torque of the actuator 18 is set to a constant level by means of a torque controller.
