PURPOSE:To allow each exchange to receive a control signal by supplying a control signal to a transmission line connecting exchanges without modulating the control signal independently of channel tuning of a tuner. CONSTITUTION:A video signal SV and an audio signal SA are modulated by a frequencies different from exchanges E1-EN respectively, supplied to a transmission line 100 connecting the exchanges E1-EN and a control signal SC is supplied to the transmission line 100 as it is. Since the control signal SC is supplied as it is to the line 100 without modulation, the exchanges E1-EN receive the control signal SC immediately independently of the channel tuning of the tuner.
