PURPOSE:To feed a lubricant and rust inhibitor in an optimum amt. by evenly coating it on each element wire of a strand wire by providing a liquid supplying material on a center hollow shaft at a fore step reaching a twisting die with an element wire being converged and penetrating each element wire through this supplying material. CONSTITUTION:The element wire (a) delivered from a bobbin is converged with progressing in the direction of a twisting die 2 but during its route it is penetrated by sliding with a supplying material 4 and a lubrication, rust inhibitor is surely coated concentratively. It is thereafter twisted by a twisting die 2 and wound by a winder from a capstan. A tube 9 interposes a solenoid closing valve 14 and an oil amt. detector 13 is connected to this closing valve 14. The detector 13 detects the impregnation amt. of the lubrication, rust inhibitor in the supplying material 4, especially the amt. stored at the outer side edge by centrifugal force. Based on this detection value the closing valve 14 is adequately opened and closed and the lubrication, rust inhibitor is evenly fed by impregnating it in the supplying material 4.
