PURPOSE:To determine optimum values of optical characteristics previously by deciding the optical characteristics under conditions where an in-use state is simulated previously. CONSTITUTION:An optical fiber tape 4 is wound around a bobbin 8 with a radius (r) and tensed. In this state, light from a projector 6 is made incident on one end of the optical fiber tape 4 or an optical fiber 40 and light projected from the other end is photodetected by an optical power meter 7 to measure an increment in optical transmission loss. This measurement is performed plural times while the radius (r) or tensile force is varied. Namely, a measurement is taken for each in-use optical fiber tape and the tensile force applied to the optical fiber tape, the diameter of a slot rod, or the diameter of a slot groove bottom is determined according to the measurement results. Consequently, values expected for a product are securely realized and the designing of a defective is eliminated.
