PURPOSE:To minimize the power fluctuation by controlling a cyclo-converter, decreasing the speed of a pump water turbine, and disconnecting a main engine from a power transmission system after the guide vane opening reaches the allowable minimum opening for the pumping operation. CONSTITUTION:When a pumping stop command is received, the closure of a guide vane to the allowable minimum opening of the pumping operation is detected by a detector 11. On the other hand, a necessary excitation quantity calculating device 13 calculates the excitation quantity necessary for the allowable minimum rotating speed, an AC exciting device 9 is reduced and controlled based on this calculated value, the closure of the guide vane is continued, and the cyclo-converter 10 is controlled at the allowable lowest rotating speed. When the detector 11 detects that the rotating speed of a main engine has reached the allowable lowest rotating speed, the main engine is disconnected, and the guide vane is fully closed.
