PURPOSE:To obtain the titled composition, having excellent transparency as well as stability with time and useful in wide fields of cosmetics, etc., by containing a branched quaternary ammonium salt and amidoamine compound having a long-chain alkyl group and adjusting pH within a specific range. CONSTITUTION:A composition containing (A) a compound expressed by formula I [R is an alkyl group selected from (a) a branched alkyl group expressed by formula II and (b) straight-chain alkyl groups expressed by formula III (R3 is methyl or ethyl; m and n are numbers to provide 8-16 total number of carbon atoms) and the branching ratio (a/a+b) thereof is 10-100wt%; R1 and R2 are benzyl, 1-3C alkyl, etc.; X<-> is halogen ion or organic anion] or formula IV (R4 and R5 are 2-12C alkyl; R6 is formula V, etc.) and (B) a compound expressed by formula VI (R7 is 11-21C saturated hydrocarbon group; R8 and R9 are H, 1-4C hydrocarbon group, etc.; x is 2 or 3) at 1:10-5:1 ratio of the components (A) to (B). The total amount of the components (A) and (B) is 0.2-50wt% and pH is 3-6.5.
