PURPOSE:To easily and accurately move a picture which is made to be superposed to an optional position on the screen of a television by picking up an image which is made to be superimposed by being driven with delayed horizontal and vertical synchronizing signals, and adding the reference horizontal and vertical synchronizing signals to the picture signals. CONSTITUTION:A titled device provides a synchronizing signal delaying means 4 for respectively and separately delaying the reference horizontal and vertical synchronizing signals H and V by optional time tauH and tauV after receiving them so as to generate the delayed horizontal and vertical synchronizing signals Htau and Vtau, an image pickup means 5 which is driven with the delayed horizontal and vertical synchronizing signals Htau and Vtau so as to pick up the image of a Telop B and a synchronizing signal addition means 6 for adding the reference horizontal and vertical synchronizing signals V and H to the output picture signals from the pickup means. Thus, by optionally adjusting the delay time tauH and tauV the picture of the Telop B which is made to be superimposed in the screen of the television with a television camera 1 can be optionally moved up-and-down and right-and-left.
