PURPOSE:To prevent disorder winding of a linear substance, by a method wherein a title device is formed with a traverse mechanism, a rotary angle detecting means, detecting a delay angle provided thereby, a damper mechanism, cushioning rotation of the angle detecting means. CONSTITUTION:An angle p of delay of a linear substance A is detected by means of a rotary encoder 14a, and feedback control is made on tuning of a traverse feed motor M2 of a traverse mechanism 12 by a control device 20 after receipt of an output signal from a rotary encoder 14a so that a set angle thetais maintained even after shift. In which case, in detection of the angle theta of delay, vibration due to unevenness in rotation of a winding motor M1 and the traverse feed motor M2, and vibration during contact of a linear substance A with a guide groove 12c of a drum 12b are transmitted to a swing arm 14c. However, since a damper arm 16a immersed in a cushioning solution 16b is situated to the lower end of a rotary shaft (b), the vibrations are absorbed through viscous resistance of the cushioning solution 16b. Since no influence due to vibration is produced, the precise angle theta of delay can be measured.
