PURPOSE:To perform expansion and contraction of a take-up collar outer diameter by manual operation as well as to prevent fixation failure and separation failure from occurring, by rotating an annular ring in a state of clamping a ring, and constituting a rolling element so as to rolled by dint of frictional force. CONSTITUTION:When a sheet is rolled in a core 9, an annular ring 8 is manually rotated from the top of this core 9 in the state that a ring 3 is clamped, and the core 9 is fixed on an outer circumference of the annular ring 8. At this time, a rolling element 7 is moved, as being rotated, toward a shallow side of a stepped part 4 together with a dowel 6 of a side plate 5 by dint of frictional force, widening the annular ring 8 partially cut, and it rolls the sheet in the core as surely unitized with the core 9. In this case, since this stepped part 4 is formed into more than three steps, even in front and in the rear of the step, there is none of a large variation so that the expansion force will not suddenly be increased, thus sufficient tightening force is produced there even by man power. On the other hand, when the core 9 is removed from the collar after winding the sheet, if it is rotated in the reverse direction to the abovementioned, the rolling element 7 is moved toward a deep side of the stepped part 4, whereby the annular ring 8 is contracted and separated from the core 9.
