PURPOSE:To remove soil deposits by providing at least one air supply-discharge port and a number of air supply-discharge systems for at least both end slopes of a flexible film bag set across both banks. CONSTITUTION:A flexible film dam 1 is fixed to the river bed and left- and right-handed slopes 3 and 4; air supply-discharge ports 5, 6 and 7 which are opening inside the bag of the dam 1 are formed in the river bed 2 and the slopes 3 and 4 respectively. The ports 5, 6 and 7 are connected to air supply valves 17, 18 and 19; air discharge valves 11, 12 and 13; and air discharge valves 14, 15 and 16 respectively. The valves 17, 18 and 19 are connected to an air supply blower 20. When soil is deposited on an operator room 21 side, air is supplied into the dam 1 from the port 6 to expand it and the stream of river water is concentrated on the room 21 side to remove soil deposits. The removal of soil deposits and the prevention of soil deposition can thus be completely attained.
