PURPOSE:To suppress a deterioration of a picture quality by controlling an assistance a threshold so as to reduce the threshold when a distance between an input block and a selection block obtained from a movement compensation is separated. CONSTITUTION:A picture input signal 100 is divided into blocks in a preprocessing part 1 and converted to a vector signal 101. A reference block is formed in a movement compensating part 2, the block having the smallest distortion of the vector signal 101 in the reference blocks is selected, and selected block position information and a selected vector signal are outputted to a subtracter 5 and the selected block position information is transmitted to the distance calculating circuit 7b of a threshold control part 7. The threshold for an average value and the threshold for a deviation value are controlled according to the quantity of a picture encoding signal stored in the transmission buffer 6 of a preceding frame, when the distance of the output of the distance calculating circuit 7b is larger than a constant value, an auxiliary control for reducing the threshold is performed. Thereby, the deviation in the block due to a mismatching can be prevented. |
