PURPOSE:To reduce the load of an input/output device and to ensure the availability of a main memory by controlling the number of jobs to hold the swap-out states of the jobs to be applied to an external memory for each group. CONSTITUTION:When the number of practicable jobs exceeds the target value of the multiplex degree, the swap-out jobs are selected as conventional. These selected jobs are kept under a state 2 when the number of jobs whose swap-out states are held are kept within the target value and then added to the number of jobs set under the state 2. When the number of jobs of the state 2 exceed the target value, the jobs which are kept under the waiting state for a comparatively long period of time are selected out of those jobs of the state 2 and swapped out to an external memory 4 to be set under a swap-out state 3. Thus it is possible to reduce the load of an input/output device and also to improve the availability of a main memory.
