PURPOSE:To obtain high seal performance over a long period, by embedding a relatively hard metal bar in one part of a groove, in the case of a device which forms said groove in the peripheral direction in a surface opposed to a seal ring of a flange integrally provided with a rotary shaft of a water turbine or the like. CONSTITUTION:A seal ring 2, held to a seal case 4, is brought into slide contact with a flange 3 integrally formed with a rotary shaft 1. While a casing 6 and a cover 7 are provided in the peripheral side of the seal case 4, and an o ring 5 is arranged in a part of a clearance constituted of the seal case 4 and the cover 7. And a seal device, which forms ring-shaped grooves 9, 11 in surfaces, opposed to the seal ring 2, respectively of the flange 3 and the seal case 4, provides a hole 10 communicating between both the grooves 9, 10. In case of the seal device such as in the above, a pin 12, harder than the seal ring 2, is provided to be embedded in the groove 11 of the flange 3 on its circumferential several parts. In this way, the seal device is formed so as to enable the seal ring 2 to be prevented from its uneven wearing.
