PURPOSE:To promote the reduction of a switching shock, by providing a switching means, which switches a variable control element, controlling a speed of a motor element, to a high speed position and a low speed position, and constituting a line, generating a high pressure by the surge pressure, so as to communicate with a low pressure side. CONSTITUTION:In an intermediate part position of high and low pressure ports 5, 6 of a valve plate 3 in a variable motor M, that is, in each dead point where a piston 2b moves to be transferred by rotating a cylinder block 2 to the low pressure port from the high pressure port or reversely to the above, control ports P1, P2 are respectively provided, serving for an adjusting means which adjusts a tilt angle of a swash plate 4. Each control port P1, P2 connects with control passages 22, 23, and it is able to connect with a high pressure passage 25 or a tank line 21 through a solenoid valve 24. Here a control device, which provides a bypass valve 30 connecting a high pressure line 13 or a low pressure line 14, generating a higher pressure than the surge pressure, to a low pressure side end allowing high pressure side fluid to bypass flow to the low pressure side when the solenoid valve 24 is switched, reduces a switching shock.
