PURPOSE:To eliminate the occurrence of the degrading of resolution or an afterimage in the case of a moving object, and to improve the S/N in the case of a still object by deciding whether an object is moving or still by using a signal from a light receiving element, and controlling the accumulation time length of the light receiving element. CONSTITUTION:A solid-state image pickup plate 1 comprises plural pieces of light receiving elements 3 in matrix disposition that accumulate signal charges corresponding to the illuminance of an object, and a solid-state image pickup plate 2 also has similar light receiving elements 4. The signal charge accumulation time of the element 4 can be varied by a scanning circuit 8. The signal charges of the plate 2 scanned by the circuit 8 are outputted as video signals respectively through transmission line 9, and those of the plate 1 scanned by a scanning circuit 7 are inputted to a moving detection circuit 21 as video signals respectively through a transmission line 20. The circuit 21 decides whether an object is moving or still based on the signals from the image pickup plate 1, and transmits the result of this decision to a scanning control circuit 22. The circuit 22 adjusts the scanning frequency of the circuit 8. In such a way, the signal accumulation time of the image pickup plate 2 is controlled.
