PURPOSE:To safely and simply manufacture a light branching and coupling device by manufacturing two pieces of optical fiber arrays, and thereafter, using the optical fiber array containing no but welding and connecting part, butting the optical fiber array or one piece of optical fiber to this optical fiber array, and welding and connecting it. CONSTITUTION:End faces of two pieces of optical element fiber 3 which have removed a nylon jacket of the end part of an optical fiber core 4, and a buffer layer by an optical fiber stripper, etc., are butted, and welded and connected between discharge electrodes 6, 7. Subsequently, a butt welding and connecting part 8 is not positioned in an intersection 10, the optical element fibers are allowed to intersect, and while bringing the intersection 10 to discharge heating and melting between the discharge electrode 6 and 7, an optical fiber core wire 4<1> is moved, that is, by bringing the intersection 10 to discharge heating, melting and drawing, and drawing it apart, two pieces of optical fiber arrays having a discharge heating, melting and coupling part are manufactured.
