PURPOSE:To prevent the output level of a reception side from being lowered and to improve the performance of a switching device, by uniting lines in current use in a unit of plural lines, preparing an output terminal from a spare line at every system, connecting an output from the spare line prepared for the system to which the line in current use belongs to the switcher of each line in current use. CONSTITUTION:Reception switchers SW-1, SW-2... are arranged at lines in current use SYS-1, SYS-2...8 respectively, and one system is constituted in a unit of three of those lines SYS-1, SYS-2.... Also, output lines 11, 12, and 13 from the spare line 20 are prepared at every system, the switchers SW-1, SW-2... are connected to the output lines 11, 12, and 13 separately at every system. And when a fault is generated in the line SYS-9, and a switching operation to the spare line 20 is performed, an output signal from the spare line 20 is inputted to the switcher SW-9 via the output line 13, and the number of the paths of the switchers until inputting is completed is reduced, then, the output level is prevented from being lowered.
