PURPOSE:To prevent an increase of a transmission loss by allowing optical element fiber parts to intersect, and thereafter, filling a triangular part which is formed by an intersection and an optical element fiber and whose intersection is the apex, with a material having a function for connecting and fixing the optical fiber strand, and thereafter, bringing the intersection part to discharge heating, melting and drawing. CONSTITUTION:When respect to two pieces of light branching and coupling optical fibers being in a state that a nylon jacket of a middle part of an optical fiber core 1, and a a buffer layer are removed and an optical element fiber part 2 is exposed, the optical element fibers parts are allowed to intersect so that an intersection 3 is positioned between a discharge electrode 4 and 5. Subsequently, a triangular part which is formed by the intersection 3 and the optical element fiber 2, and whose intersection 3 is the apex is filled with a material 9 having a function for sticking and fixing the optical element fiber of an epoxy resin, etc. Thereafter, the intersection 3 is brought to discharge heating, melting and drawing between the discharge electrode 4 and 5. In such a way, the influence of a residual stress of the optical element fiber 2 in the intersection 3 is prevented, and an increase of a transmission loss as a light branching and coupling device can be suppressed.
